I can see two ways to fix this, both of which have some small downsides:

Fixes this bug because you can't run the timezone step a second time.
Obvious downside is that if you make a mistake at that step you can't
correct it.

Fixes this bug because we only start the actual installation once.
Downside is that this would suffer from bug #1797579 for the non-first
choice.

If another installer developer could weigh in that would be helpful.
