In Ubuntu 18.04.1 it appears that the environment initialization file /etc/default/isc-dhcp-server
defines INTERFACESv4 and INTERFACESv6, but both the systemd unit files /lib/systemd/system/isc-dhcp-server.service /lib/systemd/system/isc-dhcp-server6.service expand "INTERFACES".
