Dear Olivier. As I said in the intial report, I Googled Software Center and got https://software-center.ubuntu.com/subscriptions/. Apparently the pages referring to this link are out of date.
The app for installing new apps in MATE is the Software Boutique. But the list of apps available is very limited and at least the KDE package is corrupt and will not install. To get additional apps your have to install an app called "Software". Unfortunately this app in version 18.10 does not work. Under Ubuntu MATE 18.04, the Software app did include Eclipse and it was able to install this app. That is not true in 18.10. I am just trying to help the developers of 18.10 to find the bugs so that they can fix them.
