Public bug reported:

btrfs-prog v4.16.x shipped with Ubuntu 18.10 cosmic has a regression
that prevent incremental backup  between subvolumes which have parent
subvolume mounted on "/".

Ubuntu installer allows btrfs as install root and makes subvolume "@".
`do-release-upgrade` makes snapshots "@apt-snapshot-*" while upgrading.
In this case, incremental backup between those @apt-snapshot-* cannot be
taken unless umount the root subvolume

The fix has been merged into upstream v4.17, can be found here
