I don't know if it's the same problem https://bugs.launchpad.net/ubuntu/+source/nvidia-graphics-drivers-390/+bug/1798827 I did 3 installations from scratch and updated before installing the Nvidia driver and the problem persists. In Ubuntu Budgie does not occur.
