Yes, I've set it via Gnome Tweak Tools - it just doesn't work.
I've found similar bug report for elementary OS:

Most interesting answer is:

This method is not available because Gnome components doesn't support it
(you can see all available methods here
https://github.com/GNOME/mutter/blob/master/src/core/keybindings.c,
using "g_str_equal (iso_next_group_option" phrase in the search).

For this reason, I think it's upstream issue.
