More investigation revealed the following:
I found this bug https://github.com/ubuntu-mate/ubuntu-mate-
settings/issues/3 which solved the logout problem and created a panel
icon. However, the panel icon menu was blank.
By replacing the launch command in Startup Applications with the launch
line of the running process (preceded by dbus-launch) the menu was fine.
For example my launch line now looks like this:
dbus-launch /var/lib/dropbox/.dropbox-dist/dropbox-
lnx.x86_64-60.4.107/dropbox
The icon menu is now correct.
