I am also facing the same problem on my Asus laptop. In my case i was on
14.04 LTS then upgraded to 16.04 LTS and from there again upgraded to
18.04 LTS. On 14.04 everything ran very smoothly. I installed tlp,
lm_sensors. But to no avail. The fan starts full throttle right away
even when the CPU temperature is 42,43,44 °C. The laptop runs normally
there is no overheating but somehow the fans are kicked in full
throttle. I also did sensor-detect. The apport-collect 1775717 command
gives me an error though I have a Ubuntu one account as well. It says

You are not the reporter or subscriber of this problem report, or the report is 
a duplicate or already closed.
Please create a new report using "apport-bug"
Do you have a list of commands that i can run and upload it here for your 
analysis ?
