Looking at the manifest: http://cdimage.ubuntu.com/lubuntu/releases/cosmic/release/lubuntu-18.10-desktop-amd64.manifest one finds, among other things: libfm-qt5:amd64 0.13.1-5ubuntu7 casper 1.399 The last few changes in libfm included changes that allow for trusting executables, thus eliminating the dialogs you're seeing if a special flag is set for a particular executable. Furthermore in casper, you'll see that a change was made to set that for the Lubuntu installer. Perhaps your image doesn't match the hash correctly?
