I wasn't able to reproduce this problem.

/usr/lib/php/7.2/php.ini-production is provided by php7.2-common and
php7.2-fpm depends on it, so I don't see how the file wouldn't be
present when php7.2-fpm was being configured unless there's a dependency
loop (and I don't see one).

between a local configuration problem and a bug in Ubuntu, I'm marking
