Similar happens in Linux Mint 19 system with no Bluetooth devices.

In Settings/Bluetooth, I have no Bluetooth devices and all settings are set to 
"off".
In output of journalctl, I see this while booting:

dbus-daemon[853]: [system] Activating via systemd: service name='org.bluez'

(service_start_timeout=25000ms)

and the last two lines are repeated occasionally as the system runs.
