Which kinda says it all as migrating from a non-snap to a snapped LXD cluster is particularly tricky and something we weren't confident we could achieve automatically in a reliable way. That being said, it's something we do need to sort out in the migration script as it will certainly be hitting people who need to move from Ubuntu 18.04 to 20.04 LTS for their LXD clusters. I reported this https://github.com/lxc/lxd-pkg-snap/issues/25 to track the issue.
