@Mathieu: Me and Nicorac have the same bug: if set-name is used, there will be no IP at boot. The bug 1768827 is about the same problem as this one (set-name not renaming interface at boot), which is resolved by now... The strange thing is the inconsistency between the two installation types (subiquity and the legacy debian-installer). Please, could you try and install a vm with the debian-installer and try it yourself? Why does one work and the other doesn't?
