Thank you for your help. Unfortunately I'm not very literate in commands, but it does seem to be owned by root.
After reading a Featherpad topic in https://forum.mxlinux.org/viewtopic.php?t=43865#p442113 I tried sudo featherpad to open, changed settings, exit, and now opening featherpad normally from Application Menu retains the desired settings.
