I'm getting this on a desktop with Kubuntu 18.10, though it started on 18.04. A disconnect using the network applet, wait a few seconds, connect brings it back till the next disconnect. I put up with it for months assuming it was due to something in the path to my router, but have isolated it back to the desktop. I"m usually watching YouTube with firefox, but it has happened with ktorrent and zsync. There's no Windows dual boot. ethto0l -k shows tcp-segmentation-offload off.
