Public bug reported:

After installation of k3b-i18n pakage you don't have any new language
available to choose from. It's from the fact that k3b-i18n package in
Ubuntu contains only translated help files - not translation files which
should go into /usr/share/locale subdirs. Taka a look a package
contents:

http://packages.ubuntu.com/cgi-
bin/search_contents.pl?searchmode=filelist&word=k3b-
i18n&version=gutsy&arch=all&page=1&number=all

In contrast Debian package has help and translations:

http://packages.debian.org/lenny/k3b-i18n/all/filelist

Now I've discovered that these files are in package language-pack-kde-
pl-base ! Why there is no dependency on all translations when you
install KDE app and have set your language in Ubuntu to non-english one?
Most users don't know even about k3b-i18n package - bet even if they
find it they don't have translated k3b. I prefer Debian choice - k3b-
i18n contains traslations for k3b for all languages and k3b suggests
k3b-i18n. Or maybe they should be merged into single k3b package?

** Affects: k3b-i18n (Ubuntu)
     Importance: Undecided
         Status: New
