Hi, I also have the 0000:00:1f.4 and the nfc model (20KG-S03900) and I
don’t have this issue. Even my trackpoint now survives resumes/suspends
since using 4.19.1 and upgrading all firmware (using windows)
(touchpad/trackpoint/bios/thunderbolt).

I can just repeat the steps, which where necessary for me on ubuntu
18.04.1:

1. Removing the blacklisting of i2c_i801 in /etc/modprobe but this is now
default in ubuntu 18.04 (see: https://bugs.launchpad.net/hwe-next/+bug/1786574 )
2. Installing a newer kernel from mainline ppa: currently using 4.19.2
3. Using libinuput 1.12.1-1 and xserver-xorg-input-libinput with:
sudo dpkg -i libinput10_1.12.1-1_amd64.deb libinput-bin_1.12.1-1_amd64.deb
xserver-xorg-input-libinput_0.28.1-1_amd64.deb the files are available here:
https://launchpad.net/ubuntu/+source/xserver-xorg-input-libinput and
https://launchpad.net/ubuntu/+source/libinput
(4.) I also use the padoka stable mesa ppa.

Maybe it would help if we identify the differences between our devices.
Have you tested if a second suspend/resume cycle revives the touchpad?
