Fixed foomatic-db-engine upstream. New tarball is:

Now CUPS will not list PPDs for printer/driver combos any more where the
driver entry has an empty command line prototype and the printer entry
has no ready-made PPD file linked for this driver. So driver XML files
with empty command line can simply stay in the database as they are not
taken into aaccount for CUPS.
Will make a package for Edgy next week.
