issue when trying to build atlas (libatlas.so) from sources.

---Steps to Reproduce---
 apt-get source atlas, extract, follow README.Debian

When running on EC12: 
cc1: error: hardware vector support not available on zEC12
make[4]: *** [IRunCComp] Error 1
....
dpkg-buildpackage: error: debian/rules build subprocess returned exit status 2

When running on z13 or z14:
/root/atlas-3.10.3/build/..//include/atlas_simd.h:385:29: error: expected '=', 
',', ';', 'asm' or '__attribute__' before 'double'
    #define ATL_VTYPE vector double
....
gcc: error: liblapack_atlas.a: No such file or directory
gcc: error: libf77blas.a: No such file or directory
