Bug reports are just that; there are separate resources for seeking support. Kubuntu Forums sounds as a good choice in your case. In my experience Ask Ubuntu is often a good place too - sorry to hear that you didn't get help there. Kubuntu is an Ubuntu flavor with the KDE desktop instead of GNOME, and KDE specific desktop matters are not covered by the Ubuntu Desktop Guide. While a 'catch all' documentation, including all the flavors, would be a great thing, it won't happen in the foreseeable future due to a lack of resources. Please note that docs for the Ubuntu desktop as well as the flavor desktops are written and maintained by volunteers.
