Public bug reported:

My Ubuntu install refused to boot after resizing some partitions for
another OS (Ubuntu 10.04), so I decided to reinstall, but while doing
that the installer crashed after I selected Reinstall. The partition
with Ubuntu 18.04 (the one that refused to boot) was labelled as the
boot partition. I ended up deleting the partition with ubuntu 10.04.
Maybe I did not do it correctly but theoretically deleting that
partition shouldn't affect the other partition. Maybe I did something
wrong but I do not know.
