Thanks for the confirmation. My followup on "not installed" was really a comment regarding the bug reporting system which had tagged "(not installed)" on the package name even though it was in fact installed. I agree it does seem to be a package issue. However, Ubuntu is distributing the Skrooge package, and so an end user like myself should be able to just install it and go. I don't really understand the packaging system or skrooge well enough to sort this out myself.
