BTW, in Debian stretch, the service runs the script via a "stop-script",
so the shutdown script is not called with --wait-for-signal, since it is
run at service-down which means it does not need to wait.  In that case,
it would seem that the signal would not be set, and the install-on-
shutdown logic would be triggered.

Don't know if stretch is ahead or behind or forked from cosmic.
