1. libqt3-mt should provide /etc/qt3/qtrc
2. There was a bug in Ubuntu Gutsy, which gave this file wrong permissions, but
there's a fix in -proposed already (bug 145709). So this is bug here is not
really in Gutsy, as patpi stated above.
So, the bug in Gutsy is bug 145709 - and this particular bug is "Fix
Released", because it was fixed in Feisty (AFAICS).
There is a proposed package available in the other bug
(3:3.3.8really3.3.7-0ubuntu11.1).
