python-tempest-lib has been removed from Debian, with the rationale:

  ROM; deprecated upstream, no (build-)depends; Debian bug #897022

What should we do in Ubuntu?  Does python-vmware-nsxlib need updated to
not build-depend on python-tempest-lib (and python3-tempest-lib), or is
python-vmware-nsxlib also obsolete and should be removed from Ubuntu?
