Nowadays we get frequent feedback from desktop user being confused by
plymouth not showing or showing for a (few) seconds.

Plymouth has a default timeout of 5 seconds before being displayed, the
idea was to not display it at all rather than for a few seconds. In
practice most configurations take 10 seconds or longer to boot and it
seems it's quite common with current market configurations&Ubuntu
versions to be in the 7-8 seconds which doesn't play nicely with the 5
seconds delay and make that "plymouth show for one second result"

That's something upstream discussed/considered changing in
https://gitlab.freedesktop.org/plymouth/plymouth/issues/64 before
decided to go directly to the new design of keeping the bios/vendor logo
on screen and avoiding transition this way. The outcome of the
discussion was that it would probably make sense to change the default
to 0 second. I proposed doing that in disco (and perhaps backport that
to cosmic/bionic then). WDYT?
