This results in:
Trying patch debian/patches/21_proxy_ignore_local.patch at level 1 ... 0 ... 2
... failure.
This is caused by the patch 21_proxy_ignore_local.patch trying to modify
schemas/system_http_proxy.schemas which is produced from
schemas/system_http_proxy.schemas.in.
