Thanks. It appears Chrome is using the most power there, followed by
gnome-shell which is a result of Chrome and other apps redrawing.

So we can't blame "Ubuntu" for using the battery. The current versions
of Chrome, and even the sites it visits, didn't exist in 16.04 so you
can't really compare 18.04 to 16.04 in that respect.

Unless 'powertop' on this machine suggests any kind of low-level device
or kernel problems, we will need to find a software configuration that
works (doesn't use so much power). Then we would be able to identify
roughly when some regression occurred. Without that, this bug is
presently too vague to do anything with.
