I verified queens for this issue.
steps to verify
1. deploy queens env.
2. install old openstack-dashboard pkgs on openstack-dashboard node
3. restart memcached
4. upgrade it to current version, and check if there is error ( there is )
5. install -proposed pkg and check if there is error ( it is gone )
