Public bug reported:
After upgrading from Kubuntu 18.04 or new install of Kubuntu Cosmic
(18.10) Falkon doesn't use system proxy, although activated in the
setting.
Chromium and Firefox use system proxy if activated.
Manual proxy configuration works.
