This bug report shows that you have the grub package installed, which is
obsolete (removed in Ubuntu 18.04 and later) and not the version of grub
that is installed by the Ubuntu installer. You have installed the wrong
version of grub and have not configured it, resulting in errors at
kernel install time.
You should remove the grub package and install grub-pc instead.
