Has OPENSTACK_KEYSTONE_BACKEND been added to REST_API_REQUIRED_SETTINGS? After an upgrade from queens I did not have the "create role" option either. Adding OPENSTACK_KEYSTONE_BACKEND to REST_API_REQUIRED_SETTINGS fixed that.
