Chris, this is not appropriate handling of a bug that has already been marked 'triaged' by the developers. Especially since this bug was reported against an LTS release that is still supported, we should not be asking users to re-test with a newer release to see if the bug is still present.
For this particular bug, we know that it *has* been fixed - grub-install now installs \EFI\BOOT\BOOTx64.efi and \EFI\OOT\fbx64.efi in 18.04 and later. It unfortunately has not been SRUed back to 16.04 or 14.04 yet, and it's not clear that it will get there before those releases EOL (there are other priorities in the bootloader space that need to be handled first).
