Public bug reported:

Ubuntu version: Bionic
Package version: 1.25.0-1

`grib_ls` command from `libgrib-api-tools` crashes when trying to read a
grib file.

Below is the command output:

```
$ grib_ls -w level=50 -l 46.675,0.125,1
ARPEGE_0.1_HP1_00H12H_201901031200.grib2
Tried with many distinct files from MeteoFrance available here:
This tool, with the same files, works well on a Debian distribution
(Debian GNU/Linux 9.6 (stretch), package version: 1.19.0-1).
