`grib_ls` command from `libgrib-api-tools` crashes when trying to read a grib file. Below is the command output: ``` $ grib_ls -w level=50 -l 46.675,0.125,1 ARPEGE_0.1_HP1_00H12H_201901031200.grib2 ARPEGE_0.1_HP1_00H12H_201901031200.grib2 GRIB_API ERROR : Unable to find boot.def.
