This is by design, there are no user configurable elements there.
If the Skype desktop file is malfunctioning the people packaging the
application need to take measures to fix it. I understand that there is
desire to fix an issue with a particular camera but you need to take it
up with the Microsoft packaging team responsible for Skype.
