First of all I confirm that /usr/bin/mysql_plugin is owned: Note: the "main" mysql in Trusty still is the 5.5 based 5.5.62-0ubuntu0.14.04.1 But that also has the file owned by mysql-client Trusty: mysql-client-5.6 5.6.33-0ubuntu0.14.04.1 Trusty: mysql-client-5.5 5.5.62-0ubuntu0.14.04.1 Xenial: mysql-server-5.7 5.7.24-0ubuntu0.16.04.1
The new 5.7 has a breaks on its older server package, but not the older client package to guarantee update ordering. Breaks: mysql-server-5.6 (<< 5.7) The actual move of the file is actually released in: 5.6.25-2 those got picked up by Xenial in https://launchpad.net/ubuntu/+source/mysql-5.6/5.6.28-1 and later. I upgraded from Trusty 5.5 and 5.6 to Xenial 5.7 in two containers and didn't run into these issues, but that might be by accident as there is no guarantee on the ordering due to the lack of a breaks.
