Please could you report the output of "apt-cache policy bind9
libdns1100"?
As far as I can tell the binary bind9 1:9.11.3+dfsg-1ubuntu1.3 package
as published by Ubuntu does correctly declare a dependency on
libdns1100, including on armhf and arm64. Please could you explain how
you installed your system up to your example "apt install bind9"
command?
Once done please set the bug status back to New.
