This (perhaps) makes for a useful time to point out that while there are
still not formal releases, EDK2 now makes quarterly-ish "stable tags".
So far we have edk2-stable201808 and edk2-stable201811, next one will be
edk2-stable201903.

My goal is for this to move to proper releases, longer-term. For now
it's more of a valve on the fire hose, and the introduction of some
level of process/discipline on the timing for applying non-bugfixes.

As for openssl, don't know if that makes a huge difference, but that has
now moved to a git submodule instead of being manually imported into the
tree.
