Public bug reported:

Wasn't able to upgrade to ubuntu 18.04 from 16.04. It states that this can be 
caused by: 
* Upgrading to a pre-release version of Ubuntu 
* Running the current pre-release version of Ubuntu 
* Unofficial software packages not provided by Ubuntu
But none of this is true.
