I have the same problem with a HP DeskJet 3700 printer. I've tried Linux Mint 18.3 and Manjaro 18.0.2.
I had no success, until I tried one thing: In LibreOffice 6.1 I forced printer to use PostScript instead of PDF output - and the print was finally good! Now my question is - how can I fore this system-wide? I haven't seen such an option in any printer configuration tools or on the CUPS web UI. The problem is clearly with the PDF output.
