It seems there is another mysql or any other service on that port
already running which breaks (re)starting the service. That in turn
kills the package install/upgrade.

You'd have to check your system config what you have running there and
resolve the situation as it is part of your local configuration and not
something one can fix in the Ubuntu packages.
