Binary package hint: gnome-power-manager

Well, I suppose this isn't precisely a bug per se so much as poor
design.

When I go into gnome-power-manager, I can select "When laptop lid is
closed: [suspend]" to make my laptop sleep when I close the lid, like I
want it to.

There are two problems here:
1. This only sets a per-user preference.  If I were to log in as someone else 
and close the lid, nothing happens.
2. This doesn't affect anything outside of a gnome login session.  For example, 
the gdm login screen or the console.

Basically, the real problem here is that the design is surprising.
Power management behavior like lid-close is something I expect to be
tied to the hardware, and hence a global (admin) preference, instead of
a gnome login preference.  I'd normally like to set this behavior
system-wide as an admin tool, and have my preferences work in all modes
including login screens etc.  Then as an option, I might like to allow
users to override these settings while they're logged in and on the
foreground.
