Got this .mo file reffered in this coment: https://bugs.launchpad.net/ubuntu/+source/snapd/+bug/1806761/comments/11 put it instead /usr/share/locale-langpack/ru/LC_MESSAGES/snappy.mo and avoided all troubles.
