Reviewing old/stale bugs against cloud-init ubuntu package:
This issue is not exhibited on cloud-init 17.1 or later. Since cloud-
init 17.1 release we validate all logs for any warning or error
messages, so this hasn't seem to surface on our released cloud-init
since August 2017. If this is still a problem, please re-open the
ticket and mention the version of cloud-init affected
