Thank you for your bug report, that's not a network-manager issue though, there is no need to create that file since the package already provides a binary with that configuration 'network-manager-config- connectivity-ubuntu' which is installed by default on Ubuntu. The issue could be that Kubuntu doesn't install that package by default though, which would be a problem to bring to the kubuntu team
