Public bug reported:

When trying to upgrade the desktop version to 18.04, I am told that some
packages need to be upgraded even though they are all upgraded. Some
packages are marked as "hold" but they are not critical for upgrading. A
few months ago I did a "do-release-upgrade". It worked fine but I
cancelled it (see attachments).
