Support for Laptops is often bad. People owning such a notebook are being excluded from freq scaling then. I had luck and a BIOS update. Please put speedstep_centrino into a package which disables ACPI freq scaling and tell the people about. With this, you could give this minority the chance to fix the problem and aren't affecting the majority. Building such a package wouldn't take much time.
