Thank you for the bug report. I tried to reproduce the problem but could
not and I suspect it is caused by an other issue with the system.
In .var.log.apt.history.log.txt i see dpkg starting to fail earlier:
...
Start-Date: 2019-01-15 10:10:08
Commandline: apt-get install apache2
Requested-By: lenovo (1000)
Install: apache2:amd64 (2.4.29-1ubuntu4.5)
Error: Sub-process /usr/bin/dpkg returned an error code (1)

...
If you have more information on how the issue can be reproduced on a
clean system please share it in this bug report.
