Steps:
1. Make sure LibreOffice Base is not installed
2. Start LibreOffice Writer
2. Choose Tools -> Bibliography Database
3. Writer asks to install missing software
4. Click on the notification
Expected results:
gnome-software finds libreoffice-base and able to install it
Actual result:
gnome-software fails to find the missing software
