upgrading from Bionic to Cosmic. The nvidia "Driver" line was left in my
/etc/X11/xorg.conf file after the upgrade completed.

/etc/X11/xorg.conf
Section "Device"
Identifier "nvidia"
Driver "nvidia"
EndSection
bdmurray@clean-bionic-amd64:/tmp/ubuntu-release-upgrader-1aog5myp$ apt-cache
